Well then, if there weren't any promotions, then why was she even here in the first place? Cleopatra clearly was displeased at being called for a meeting when she wasn't hardly mentioned at all (at least not by name), and blocked out most of the information regarding, well, everything Arlo spoke about. Titles, something about The Frostblown and the ziplines, blah blah blah. What did catch Cleo's attention though was when Arlo turned to look at her and she focused on his words now.
