Refugees weren't something that Tanglewood got often, at least during the time that Atbash was here. Ironically, she had technically been a refugee when she joined, having just escaped her capture within the Coalition. That didn't mean no one else could join seeking a safe place to stay from the enemy, just that Atbash hadn't experienced it since she joined.
